Brought to you by about a dozen people randomly establishing a queue OUTSIDE the restaurant in IKEA rather than using the pre-existing queueing infrastructure.

@pascoda firmly on the German end of the spectrum. The British way would be to join the improper queue and then complain knowingly with everyone around you about how improper the queuing is and that They should do something about it.
