Let's just ignore those studies on UBI and how helpful it is giving money to folks in the edge of poverty to prevent it and stick with the Puritain model of assuming the homeless are just lazy and deserve their lot in life because of it

As a means of getting more skills into the enslaved labour pool, sustained real housing shortages would be very effective. Expect conservative policy to notice this just slightly faster than it thinks it can get away with the political cost.
