Despite of that am thinking of writing (currently missing) API reference (of CDDL software) in Perlpod & releasing it under some GPL or CNPL.

If the license or source format is unappealing to anyone else, other(s) would surely supply their own efforts (with a more preferred license or in a more preferred source format of course). After all this time of no reference to refer to.
